The Steering Committee of the Society of Clerks-at-the-Table in Commonwealth Parliaments (SoCATT) successfully concluded its 2025 meeting in Banjul, The Gambia, on Wednesday, 7th February. The gathering brought together Clerks and senior parliamentary officials from across the Commonwealth Africa region to discuss strategies for enhancing parliamentary excellence, transparency, and professionalism.
The meeting hosted by the National Assembly of The Gambia was officially opened by Mr. Kalipha MM Mbye, Clerk of the National Assembly of The Gambia, who underscored the crucial role of Clerks in ensuring the smooth functioning of legislatures. Describing them as the “unsung heroes” of parliamentary democracy, he highlighted their responsibility for maintaining legislative integrity and shaping institutional reforms.
“We are the custodians of history, architects of procedure, and innovators of the future,” Mr. Mbye stated. “Our work transcends borders, political affiliations, and generations. It is a noble calling—one that demands both technical precision and an unshakable commitment to the principles of good governance.”
He also addressed the challenges and opportunities facing African parliaments, such as climate change, economic inequality, and digital transformation. He urged Clerks to embrace innovation while preserving parliamentary traditions and ensuring institutions remain relevant in addressing the needs of the people.
“This meeting is not just an opportunity to reflect on our shared challenges but a moment to reimagine the future of parliamentary service in Africa,” he said. “How do we ensure that our legislatures remain not only relevant but indispensable to the aspirations of our people?”
The three-day meeting featured high-level discussions, workshops, and presentations focused on the use of technology in parliamentary work, capacity-building for Clerks and parliamentary staff, strengthening collaboration among Commonwealth African parliaments, and enhancing oversight and accountability mechanisms.
Participants also reviewed progress on previous resolutions and adopted new strategies to guide the future work of SoCATT, with a renewed focus on institutional efficiency and professional development. The meeting reaffirmed the commitment of Clerks across the region to strengthening legislative institutions and upholding the principles of democratic governance.
