
Hon. Yaya Gassama, Chairperson of the Environment, Sustainable Development and NGO Affairs Committee of the National Assembly, has underscored the decisive role of parliaments in delivering climate prosperity during the Parliamentary Dialogue on Climate Finance, held on the sidelines of the Second Africa Climate Summit (ACS2) Nairobi, Kenya.
The dialogue, convened by the Climate Vulnerable Forum – V20 Global Parliamentary Group (CVF-V20 GPG) in collaboration with global and African partners, focused on how Climate Prosperity Plans (CPPs) can transform climate ambition into investment opportunities across Africa.
Hon. Gassama highlighted the necessity of parliamentary action in turning plans into reality: “Investors need confidence, and this is where parliamentarians play a decisive role. As lawmakers, we assist with passing enabling legislative frameworks, from tax incentives for renewables to frameworks for public-private partnerships. By turning plans into laws and conducting oversight on implementation, we can ensure that climate finance delivers real results for the people,” he said.
CPPs, developed by the CVF-V20, serve as national investment blueprints aligning development with climate goals through growth-guided investments, green industrial policies, and financing mechanisms.
Hon. Gassama emphasised their relevance for Africa, urging governments to integrate them into national strategies to attract both public and private climate finance.
Lawmakers at the forum committed to fast-tracking climate legislation by leveraging the Model Climate Change Law for Africa, institutionalising the Climate Finance Monitoring and Accountability Tool, and championing climate-smart budgeting. They also pledged stronger collaboration through networks such as the Africa Network of Parliamentarians on Climate Change (ANPCC) and the CVF Global Parliamentary Group.
